Clicking through to paypal.syf.com results in Access Denied

When attempting to manage my Smart Connect account, clicking through to paypal.syf.com results in an HTTP Access Denied error pasted below...

 

Access Denied

You don't have permission to access "http://paypal.syf.com/ESecuritySSO/PayPal/transition.action?" on this server.
