Business Debit Card Declined

Hi,
I have been using my business debit card for almost a year now without a problem. But yesterday, it was declined, twice, in 2 seperate transactions. It wasn't even a big purchase, one is for $20 and the other is for $5. I don't have any outstanding or negative balance on my paypal account and even if I don't have funds on paypal itself. I still don't get declined because it's just goes to my back up funds which my bank account. I don't understand what is going on. Please help. Thanks.

Imagine if your bank told you this?
Just put a random amount in monthly? What? Really?
They have made a card that was frictionless and transparent into one that is frictionfull and opaque.
How would a customer know what exact random amounts to put in to avoid declines.
This is opaque.
Having to keep a balance much less one that you do not what how much that balance should be in order to never be declined is a ridiculous requirement. This is Friction Full.
Even after putting money in the account and setting up an auto transfer I was still declined several times and for small transactions.
I have now quit using the card as it is too unreliable and too much trouble for the 1%.

I was just basically told the same thing.
Never mind that I have had dozens of items go straight to back up funding this month alone. Now they want me to regularly make a deposit from my bank to my account to prove that it works and that the bank will be able to cover my purchases. The CS rep actually suggested $250.
A: this is not backup funding anymore. This is trying to get lots of interest free money to invest for themselves.
B: they have not informed us of any change in their policy
C: I run a business, my business card MUST be useable every time, if I don't know whether or not it will be declined, or if I lose an order hours later (like I did today), I lose time, and money, not to mention good will with my business partners, who only know that my card was declined.
This cannot work! I cannot use paypal for my business if this is the case. I don't need the 1% as badly as I need my payments to be seamless.

1. Balance was good in PayPal account so there was plently of $ in PayPal (always check before using)
2. Declined a transaction * called right away to find out why?
3. Claimed engineers knew of a problem so I need to use other account (huh? really?)
4. Now account shows negative balance so it looks like PayPal is borrowing my funds for a float?!?
5. Called to ask again when they would correct error and restore my funds to correct balance. Told to use another account as they do not know when. What!?!
PayPal is borrowing money from Debit users. Here is how they are doing it:
1. Move money into your account; yes, that is why they need your funds to be in the account (reminds me of when companies borrowed their employee's 401 savings)
2. Make a small purchase; okay
3. Still have a balance
4. Attempt your next purchase with balance
5. Declined; PayPal double dipped on the first one and now you have to wait up to 5 days for a fix and you have to call them to let them know the error or they can keep your money
Doing this on 2 of accounts... oh, and to call in you have to have a "code".
They "borrow" your funds for 5 days interest free. What a CON!!!
Hopefully they do this to a lawyer in the near future...

PAYPAL business debit card has not been working well for months since last year.
I suspect it has to do with the individual merchants and their machines,some have no problem processing the card,some declined the card.
some website would decline the card,then Paypal sent me email saying i made a purchase,then when I log on to my account,it has been cancelled.

1% is not such a great deal anymore,other cards offer similar deals or better deals.

My business debit card gets declined every time I use it. I have to call and wait on hold for 45 minutes to get to someone and have them reactivate my card and make the purchase. Then the next transaction wether 5 minutes or 5 hours later same thing declined and I have to call. Completely unacceptable and unrealistic. Paypal says it is their system catching potential fraud...
