Print Shipping Label GLITCH in PayPal, it loops back to Summary Page or Error page

Clicking on Print Shipping Label in PayPal does not go to shipper, instead it loops back to Summary Page or Error page and I can go no further. I have been trying to ship an international package from paypal but it will not take me to the USPS page to buy and print a label. It just loops me back to the summary page no matter what I do. I have called Paypal and it is not me, it is the page...
BUT I think I have the answer. USPS does not like foreign characters like é or ç . So before we can even see that it happens, it rejects the overseas address and throws paypal an error and I am back to the summary page where there is no indication of what happened or how to fix it.
2 things PAYPAL needs to do NOW to fix this....
A) If there are any of these characters in an address or if the address is not right, write a code that checks it first and don't even let the page go farther if there is a problem. Make it so the page will tell me that the address needs an adjustment (show typical issues that cause this so we understand what needs to be fixed) and then...
B) GIVE ME A WAY TO EDIT THE ADDRESS!!! THERE USE TO BE A BUTTON OR LINK TO EDIT BUYER'S ADDRESS. NOW, THERE IS NONE AND THUS NO WAY TO EDIT AN ADDRESS HAS ISSUES. Because of the looping back to the summary page I am not in the USPS aspect of the shipping process where there might be a way to edit it. Not being able to edit the address forces me to LEAVE PAYPAL TO FINISH PROCESSING THE SALE. Paypal looses money!! It take me more time to process and I get upset at the hassle.
PAYPAL PLEASE FIX THIS NOW!!! TELL YOUR PROGRAMMERS, USPS, WHOMEVER YOU NEED. This is an easy fix that otherwise is a pain if not fixed!

PayPal uses Pitney Bowes service for printing shipping labels. Pitney Bowes does not do the USPS address search and correction the same as the USPS.com site does.
It will cost more, but USPS.com has reviews and address correction to standard format than does Pitney Bowes.

Forgive me for not knowing that but it does not resolve the problem. Someone needs to issue more instructions about why the loop is happenting and the ability to change an address when there is no such option with continually looping back. It is a problem that needs a solution.
When you are dealing with a foreign address, the accent marks and the characters that are different cannot be reproduced by my keyboard so retyping it is out, copy and paste is a risk as well so the preference is to use the easy the paypal shipping.untill there is a glitch like this and I am on the loop to blazes!
