Not posting and not communicating at all

I have won a bid and made payment on 4th Oct through credit card and then seller not posting the item and even not reponding any single message? Any suggestions please. Thanks

File for non receipt of item via the "resolve a problem link" lower left of your paypal summary page and open a dispute.

Do not close it until you have a cleared refund or your item and remember to escalate to a claim within 20 days if you don't get either.
