Can't create pin for debit card, only get, Sorry — your last action could not be completed

Been trying for a few days now to create a pin for my newly acquired Paypal debit card. But no matter how i do it,  i always get the, "Sorry- your last action could not be completed". Used the link in the email. gone to the debit card in "My Money" ect. Looked around the internet, did the whole, clearing browser cache, changed internet browsers, tried different computers. nothing. Is the link broken?

I had to call when something similar happened to me. It was that I couldn't activate my new cards.
