Is Paypal responsible for this problem?

I am locked out of my Paypal account unable to make a smart connect credit card payment because everytime I attempt to login I get an error message saying "We did not recognize the device you are using". But the problem is, I have been using the same computer on the same ISP for at least 4 years now and have had no problems until now. I Googled this problem several times and came up with different websites in which there are other people experiencing the same problem and they say it is a problem with Paypal. So, should I hold Paypal responsible for my late fees incurred as a result of this problem?

Well you can but you won't get any money out of them i very much doubt.

 

Why not contact customer services and see what the problem is ?
