How Do I Get a PayPal Debit MasterCard with a PO Box billing address?

Hello-

This has probably been an issue before; if so, I apologize for not finding a solution on the message board. I would like to have a PayPal debit card. However, they only deliver to a physical address and not a post office box. The billing address of my other debit card is my PO box. For security purposes, PayPal says that both addresses of my debit cards must match. So, how can I get a PayPal debit card if they won't deliver to a PO box and the billing address of my other debit card is a PO box?
