CAN'T APPLY FOR A DEBIT CARD!

Hi guys I have made some money and i would like a debit card!

But everytime i go to apply 

Sorry, you're not eligible for the PayPal Debit MasterCard®. This may be because you live outside the United States or you've already applied in the last 30 days.

Its really annoying because i live in the USA and i have never applied!

Is there requirements i have to pass or something?
