withdrawal to linked paypal debit card

i have money in my paypal account. my paypal mc debit  card is linked to my account. why cant i transfer the funds to the card

there are 2 Paypal MC debit card,the business debit card does not need transfer,go shopping and the fund will be taken out of your Paypal account.

as for the other Paypal prepaid debot card,you have to apply for a permanent one on its site and then link it to your Paypal account/

i already have the card and it is linked to my account. whenever i try to transfer it to the card that is linked i am asked over and over and to enter my info and i am told i am linked and am asked link an account/card.
