adding bank account

It wont let me link my bank account to my paypal saying already linked to other paypal accounts so I tried a different account which I know definately isnt linked to any other paypal accounts and it wont let me link this one either - what can I do as need to withdraw money

How many paypal accounts do you have? 

You are only allowed a maximum of 2 Paypal accounts, and only then if 1 is personal and the other 1 is business.

If you have 2 or more of the same type you risk them all being limited.

As for your bank account you can only have it linked to x1 Paypal account at a time.

You can also only link it to x3 Paypal accounts in its 'lifetime'.
