what happens to fee if refunded payment?

I requested a payment from a friend. she must have paid with a credit card because I got charged a fee.  If I choose to "refund Payment", what happens to the fee?  Does she get her full refund back including the cost of the fee?  Do I still get charged a fee?

Your friend gets a full refund. In your end, the 2.9% part of the fee is voided but the $0.30 fee is non-refundable, as per PayPal's policy.
