unknowingly gifted money to person, I'm out about $1,700 from purchase.

Should paypal at least look into this and getting my money back? a guy scammed me saying the invoce made it so he couldnt get his money that day, so i gifted money not knowing there was no security on it. never saw my money or product again!! Help! PayPal just keeps basically saying "Oh Watch what your doing when making purchaces." i just want my $560 back from the transaction that NEVER happened.

You had to specifically select family/friends as an option, meaning you knowingly did select that option.

PayPal policies are very clear; there is no buyer protection for family/friends payment.  It becomes a gift.

PayPa does not protect you against bad buyer judgement.  Thre are a lot of smart, intelligent, savvy, and knowledgable PayPal sellers who are lookng for new, inexperienced, and gullible buyers.  The party with the most PayPal knowedge has the advantage.

If you funded with a credit card (always a better way), you could try a dispute with your credit card bank.
