sandbox testing - Sorry, we can’t complete your purchase at this time

I am testing the checkout process on my wordpress website using the sandbox but whenever I try to pay with the test credit info I get:

"Sorry, we can’t complete your purchase at this time".

If I login and then pay with credit card on file, it works.

Think i fixed it by using a different credit card number.

Probably due to the provided sandbox CC info being overused?
