pending payment

hello..

i have created my paypal account since 2009.. and when i changed my address to another country they asked me to close my account and open new one so i can add my new country address.. 

the problem today when i received my first money it was on hold for 21 days ..??

and they send me this email..

• Complete 10 transaction(s) without any issue (no sender's disputes, claims or returns).

• Maintain your PayPal account in good standing for at least 60 day(s).

Get your payment faster

and now

i already done that before i close my account... 

what to do to make the payment fast and the recieving fast ? and to release the pending money???

As its a new account you would have to start over with the 'new seller hold' again unfortunately.

that is really bad ... its wrong way to close the account and open it again for the sake of changing the country address..!!
