Adding a credit card to your account allows PayPal to confirm that your shipping address matches the address on your credit card, which makes it less likely that any fraud could occur.  Sounds to me like this is what the system is wanting.

Once you've added a card, though, when you pay for things you'll be able to specify which funding method you want to use.  It won't force you to use the card.

But if i dont have a credit card what do i do?!?!?!

I too am having the exact same issues.  I add items to my Ebay cart then proceed to payment, log into to PP and the only option I have is the 2 CCs I have linked with PP.  It does not give me the option to use any of my bank accounts.  I have money in both bank accounts linked to PP.  It seems to me PP is making money on the CC transactions and not the bank account transactions and that is why PP is taking away that option or making it more difficult for consumers.  I know PP will ask this question, here is the answer:  The bank account I'm trying to use is confirmed and I have used it for years to make payments.  I spoke to a rep at PP on the phone and she tried to override the transaction but that failed.
