how to signup for the PayPal UPS discount

I went to create a shipping label today, and there is a banner in the shipping options when I choose UPS.  It says:

"Enjoy discounts on shipping rates by enrolling in the UPS Savings Program. Enroll now"

When I click, I get a partial blank screen and nothing happens.

You can try to refresh your web browser by deleting the cookies, cache, temp files and history, then close the browser, reopen it and retry.   Or even try a different web browser.

Also ensure that your UPS account is up to date - that would be a separate action on your part.

If you continue to see the same results, they you may want to contact customer support for additional assistance.

I am trying all those things, even different computer.  I get this white screen over the Paypal Webpage.  I put a call into CS, but they cannot call back for a long while.  Did you sign-up for PayPal UPS discount?

found the problem:  I had to delete my current UPS account from my seller preferences, and then add the UPS account with the PayPal discount.

So you had to create a new UPS account?  Please explain.
