cant send money to friend

hey everyone

I have been 2 days trying to send money to friend but its show up alwyse the same message " We're sorry, but we can't send your payment right now

even i call custumers service and they say the problem in my browser cuz they cant see that i making the transfer but i try defferent browser different computer different network but still the same problem

anyone have idea whats wrong

Paypal is country specific,where are you and where is your friend? what currency and what source of fund
