blocking receiver to withdraw funds for 21 days

recently i got a money request from a friend. So I sent him the amount we agreed upon earlier.

Now my freind mails back to me saying that he can not touch the noney for 21 days. He called PP and they said there were no goods delivered and thus they blocked the money 4 21 days.

First of all this is BS because the money was sent as a result 4 a money request

Then how can PP check if there should of has been sent any goods? This too is a load of BS

 

Any advice how I can contact PP to have them explaon why they do this. And I am not very impressed by what they told my friend:: bla bla .... policy etc. and would not ask me, the sender, for explanation.

You sent him payment and selected the goods & services option, instead of the friends & family option.  When you paid the money request you have to select payment type and may have selected the wrong one.

 

Your friend has to Issue a refund in the transaction details.  Then, when you get the money back, click Send & Request at the top, select Send Money to Friends & Family method and enter the payment info.

Thank you, I did not check anything in the request, but your way is maybe the quicker way to get to money available. If he is able to refund at all since the money is blocked.

 

Why PP gave my griend the blurp in stead of contacting me is still a question.

If you did not check the payment type, then the other explanation is that your friend mistakenly sent you a money request for goods and services, not friends and family payment.

 

No idea exactly why they did not contact you.  Likely because your friend does have the option to issue refund or they try to get your friend off the phone so they can take the next call.  But it is policy if your friend is not a seller and begins selling and receiving payment that is classified as goods & services payment, his account will be put on the funds availability hold regimen until a good seller history is built up with PayPal and they release him from the hold regimen and he can receive sales payments instantly.

Thank you for your explanation. I receive  payments too and it this never came to me as I had to build a reputation and fund were available right away. But in the years things have changed, to avoid frauds and so  I presume. So I'll ask my friend to refund and go again.

tell your friend the difference of sending payment via goods and servcies vs firends and fa,ily.

for goods and services,he has to pay Paypal 30 cents plus 2.9 % of the total amount you sent him,does he want to pay that much?

you may as well send him via western union,and he goes and pick up cash,with his proper ID and a secret code you give him,no question asked and no waiting and it is all cash.

or online banking if he has a bank account in USA,it would take 3 -4 days,but he will have his money in his bank account.
