Why does PayPal Customer Service refuse to call back?

I sold my 1st item on eBay Aug 15 ( I hab been a member/buyer for about 7 years)and buyer paid moments later on same date. the payment has not shown up in my paypal account-that's $85. 25 days ago. I called cust service and recording said a return cal would be in about 1½ hours and I wouldn't leave my place in line. No call back. I called back after 2 hours and then said it would be about 2½ hours. They never called. My phone system records every call- I have proof. Now , 2 days later, still no call. The buyer payment should have been in my account in 21 days according to their notice. At this point I do not know what to do except sue. (Our State Consumer Agency). Anyone know what to do? I am exaperated that I can get no one at Paypal. Do they want me as a customer? What do I do?
