I had a charge from Vultr Holding this morning for $3.50. I googled the company and it says I cancelled my "cloud". What is this?

I just recieved an email from "paypal support" saying that i purchased 5.00 i have no idea what it is and it doesnt show anything on my account

I just got an email saying something about a 45.00 charge and said also about my cloud I don’t know who this is and I didn’t charge any 45.00 or pay anyone this amount

I got an email of 5USD purchase for this VULTR stuff, but what confuses me is how can I or someone make a purchase since there is 0 amount money on my cards for two weeks now. And the email came today 05.02.2018 at 08:51 GMT which is in 20 minutes. What now scam email can travel through time? And I know my time since my work involves time zones.

I received an Email with a PDF describing a transaction of $5.00 USD to this company VULTR. It said something about the cloud . I checked my PayPal and it hasn't seemed to have gone through (yet). How have This company gotten my details and I am threat of actually losing money from this scamming company???

I came across this message after performing a network scan of a malicious nginx server attached to an open port. That information was traced and led node.npulse.net, which after tracing led to Vulr Holding LLC., not sure if this can help anyone or provide additional details but it may be shady cloud hosting.
