I ordered three mini-drones from NOVAD on 12/13/17 with promise of deliver by 12/25/17. No delivery. I initiated dispute with PayPal Resolution which was escalated. According to PayPal, the vendor has not responded. It is now 1/11/18 and still no delivery. PayPal will not reply to any of my emails or request for status. Last I looked, this package was still in China. I have requested money back from PayPal, but they absolutely REFUSE TO COMMUNICATE. Anyone know how I can solve this? Thanks.

Once escalated to a dispute paypal normally review / refund within 48 hours of the deadline given for the seller to respond with a tracking number is met.
That deadline is normally 10 days BUT if the transaction is international then they allow up to 30 days.
Advice is voluntary.

Thanks for the response. So the clear message here is to NEVER purchase anything through a PayPal vendor if they are located out of the US. CORRECT? If I were to have spent $2,000 using PayPal to purchase merchandize from a country outside the US, and they simply never delivered the merchandize, I would have to wait at least 30 days to have it resolved? Most people do not have a spare $2,000 or $3,000 or $4,000 or whatever the number is, to simply wait for resolution. I understand that my particular case is $225, but it is still real money, and still no merchandize, and still no evidence of the vendor responding to PayPal. Correct?
My 30 day period lapses on January 12th, as my order was placed on December 13, 2017. Disppute and escalation occured December 23. So I am expected to wait until 1/21/18 for an order placed on 12/13/17 and no received? Explain to me why there is no refund of my money EVEN after meeting the 30 day "wait" period?

I stated it can be up to 30 days for international transactions, sometimes it may be longer.
Why not ring customer services if you have gone passed that time?
