Hi! I recently agreed to sell some enamel pins in bulk to a seller in the US, I am from Canada. They have agreed to pay $200 US, which would come out to a bit more Canadian- roughly $246. Do I send a money/invoice with the Canadian conversion of what would be equivalent to $200 US?

You can invoice them in your own currency if you want to, then when they pay before they send it, paypal would put the conversion amount that would be deducted from their funding source in USD.
Advice is voluntary.

IF both parties agree on Us$200,then the invoice should be in US $,YOU WILL get US$,CHECk your Paypal account financial profile,you can accept US $ AND keep it as US $ ,if you do not say you want to hold US $,THEN Paypal WILL convert for you and charge you 3%/
