Sending money to Rwanda

I want to send money to a friend in Rwanda. She has access to a computer and bank. Can she set up a PayPal account? Are there Rwandan govt regulation prohibiting this? To wire money to her has involved a $35-45.00 fee and it would be great to eliminate this. Does anyone know if this is possible?

See this link - Residents of Rwanda can setup a PayPal Account however, they can only "send" funds, not receive - basically they can shop online or send money to someone else. Not all countries have the same PayPal features and functions - each is different.
