Is it possible to do that? I don't have a credit card nor a bank account, i'm planning to create a kickstarter campaign for one really important thing so i wondered if i could receive and spend money without having to verify my account?
I personally thought this was a place to create an account which you could receive, send and spend money on but it came out as a place where i need to use my credit card and bank account so perhaps i could use it the way i thought it was supposed to be used like

As paypal does not participate in money laundering then for legal reasons you have to verify your paypal account.
Its unlikely you will be able to spend funds in your paypal account without soon having a prompt to add your card before you can continue.
And you can't withdraw funds from your paypal account without a linked bank account.
Advice is voluntary.

You can receive and spend some money without verification but it is quite limited. Eventually, you will need to verify your account with card and bank to lift limits.

How is it limited exactly. I only wanted to let my son purchase apps, songs, games, etc. He is 18. So I put money into his account and no game website will allow him to use his Paypal even though they do accept Paypal and he has cash in his account to way more than cover it. I'm confused. Paypal told me before we created his account that this was fine, as long as his account had enough to cover whatever he wanted. Thanks for any ideas.

Go to "See how much I can spend" under "More about your account". I've verified my accounts a looooooong time ago so can't see what the dollar amount limits are for unverified accounts.
There have been reports recently of people having balances in their PP account attempting to make payment for digital goods but blocked or PayPal asks that a card be added. I think it is to verify identity. Digital gaming, accounts and goods are high risk for disputes.

Thank you for taking the time to reply. I'm so frustrated, I've talked to 3 reps at Paypal and got completely different answers from all 3, LOL! I guess a preloaded card might be the way to go? I just thought this would be the "easy" way to go, thats what I get for thinking, LOL! Thanks again!

Yeah, a preloaded card would do, that is registered with your son's name and address, etc at the website on back of card or packaging so the card account can be managed and then verified by PayPal.
