Phone Payment Using Debit Card - Bank Account Unverified

Hello,

I've been searching for an answer to no avail and perhaps the community can help me. I just opened my PayPal account and received money. It will apparently take a couple of days to verify my bank account. However I also linked my bank debit card to my account and that appears to be verified.

I need to make a utility payment over the phone and I need to know that the funds will not come out of my bank but rather my PayPal funds if I use my debit card. Is there a way to make that happen, or do I need to present my utility company with another payment method? If so, what?

I do not have the time to wait for the bank account to verify.

Uh, your bank debit card is linked to funds in your bank account, not to the PayPal balance funds.  

In order for that to happen you need to sign up for the PayPal debit card that uses funds from your PayPal balance.

Just because you linked and verified your bank debit card doesn't mean it takes funds from your PayPal balance.  It just mean you have verified your identity and you can use the debit card like a credit card to use funds from your bank account if you chose that as a payment method.

You will likely need to pay your utility bill with another payment method, like a credit card, if you have no money in your PayPal balance or your bank is not verified for you to withdrawl your PayPal balance to.

Does the utility accept PayPal or have a PayPal account you can send money to, perhaps then you can pay with the money in your PayPal balance.  Or go snail mail, mail a check or money order.
