Paypal will only let me send money to someone through my credit card

So my fiance just signed up with paypal about a month ago so that we could transfer money back and forth when he goes out of town. He finally got everything verified, bank account information confirmed and input a credit card as a back up method of payment. He just tried to send me money and it will only allow him to pay with his credit card thus charging him a fee. He called paypal and they said it's a technical glitch and if he keeps on checking back it will resolve itself. I haven't ever had that problem with my paypal and everyone else I know who has paypal doesn't have that problem. Is anyone else experiencing the same problem or know how to fix it?

Have not run into that issue. Other than a system glitch as explained by customer support, if he has a savings account linked instead of a checking account, that can cause strange things to happen.

Have him log in to his PayPal account and click on... "Profile" > "My money" > "Bank accounts" > "Update"...
What is shown in the "Status" column for his bank account?

Confirmed is the correct bank account status, and so... that's not the problem.
Another possibility... I'm wondering if the "technical glitch" will go away if his PayPal account receives a payment. Having a PayPal balance should change his funding source options for sending payments.
Send him a payment and then have him send that amount plus a few extra dollars back to you. If it's working properly, the few extra dollars should come from his linked bank account.

Okay tried to send him 50 bucks and had him send me back 52. It would still only let him do it through the credit card thus charging him a fee. He called paypal and they said maybe it was the merchant's issue and that they just don't accept bank payments. He then told them that he's been trying to send money to his fiance not a merchant. Paypal said it must be the receivers issue and not on his end. That there's something wrong with my account not accepting money coming from bank accounts? If that was the case why would I be able to accept payments from bank accounts for the past 7 years or however long I've had my paypal account. LOL. I am so frustrated right now because we really want to get this figured out for the future. 😞
