Paypal told me different?

I had requested a refund, and paypal reps. told me I'd get it on Tuesday 9th. Today is that day; so I called to see why I didn't get it.

Even though I was told in the conditions that are true, that I'd get a refund, the automated bot on the phone told me I would not get my refund. Why?

Extra info:

I had escalated the case with paypal, and waited near 2 weeks for my deadline to get my money back.

The seller has not responded for 2 weeks, so I suspected to get my money today. What do I do when I don't have it back, and I have to wait two hours for a phone call?
