Paypal payment won't go through

When I tried to buy something on another website, it said:

Sorry, we can’t complete your purchase at this time
Please return to the merchant and choose another way to pay.
 
Is there any fix for this? I need to buy something very soon

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
