Paypal fees bieng wrongly charged

I sent a Payment of $2.00. I have set conversion option as - "Bill me in the currency listed on the seller's invoice." But still PayPal Converted my balance GBP to USD. My card is in USD. I sent USD then Why is this so ?

 

 

I am not able to send payment using this link - https://www.paypal.com/in/cgi-bin/webscr?cmd=%5fsend%2dmoney&nav=1

 

It shows me an error - "To send money, you need to link your bank account to your PayPal account- it's fast and easy. You'll also be 100% protected against unauthorized purchases sent from your account."

 

My bank account is added and verified card is added and verified.

 

I asked card issuer and they said : "We are not receiving any request for payment from your merchant , we are not declining payment. We advise that you contact them."

 

Somehow I was able to send money using this link - https://www.paypal.com/businessexp/sendmoney

 

But it charged a conversion fee. Never happened like that. I have to pay double fees. First Paypal charged for conversion then my card charged for conversion. All due to PayPal's mistake.

dont use PAYPAL,just use your credit card
