This also worked for me and the form this method takes you to is different from this new request form where the trouble initiated. With the invoice method it worked right away no problems. Clearly some broken code someone needs to acknowledge and not the 15 or so things customer service tried to pin it on, from browser cookies, to maxed credit card, to user error et cetera.
