Paypal 21 day hold, when and whom this applies to?

Hello, just wanted to get a bit of advice as i am a new seller on ebay, though not a new buyer. I have 2 items for sale and 1 has gained a lot of interest, the auction ends tomorrow and i have only just found out about the 21 day hold. I am broke after a number of injuries in my construction self employed business stopped me from working; hence the selling on ebay.

 

If someone buys the item and paypal put the 21 day hold on i will not be able to send the item as i am charging £30 for delivery and i am like i said, broke.

There is also the possible chance that the cost of delivery may come over the amount i have stated on my ebay page, depends on where the item is going so i would need some of the cash from the sale to cover the extra cost; which iam okay with. But....

 

How do i keep to the delivery notes if the money is kept for 21 days as i am a new seller, this does not make sense to me, i have read why they do this and i agree to a point about the why's but surely it does not help the situation if i can't even send the item.

 

Can anyone shed any light on this for me, any advice would be great.

Ebay and Paypal are 2 separate companies and have 2 separate policies for holding funds for new sellers.
If yours was an Ebay transaction then its an Ebay hold and Ebay authorise when paypal can release the funds.
This is the new seller hold that every single seller on Ebay has or will go through.

Normally for the Ebay hold funds are released when 'tracking' shows the item as delivered + 3 days if you use Ebay / paypal postage.
