I have $40 in my balance that I go a few minutes ago and am trying to send it to someone else and keep getting declined... why?

There are several reasons a payment cannot be processed at this time. The community forum is for customer to customer help and wouldn’t be able to provide account specific details.
I recommend contacting a PayPal specialist directly at 888-221-1161 Monday through Friday, 4 a.m. to 10 p.m. Pacific and weekends from 6 a.m. to 8 p.m. Pacific for additional assistance. PayPal can also be reached on Facebook at Facebook.com/PayPal and on Twitter at @AskPayPal.
