Payment declined due to card that I don't have

So this is really just annoying me at this point, anytime I want to make a purchase with PayPal from ANY website, it tells me I need to add a card to the account. It doesn't matter that I have more than enough in my balance to pay for the item. Also, then friends try and request money, and I try to pay it, it tells me I was declined by my card. I don't even have a card or bank added to my account so I don't understand why this happens in the first place. I tried calling support twice, the first lady "refreshed my account," which did nothing at all. So I called again later and was given a bs answer that it was because I may not be in my usual location. Right now I'm at the point where I don't even want to have anything to do with PayPal anymore, I mean what the point of having money in my balance if I can't spend it?

Me looking at who sent me money isnt going to change the fact that I can't spend any of my balance

You can't change anything.  It was only to give you a way to analyze your activities, mainly for your own learning.  You were looking for reasons; I was providing suggestions to look for the reasons,but it won't change the past.

You can request a check be mailed.

If PayPal requries a credit card so you can spend the money, then you add a credit card or not spend the money.

In other words I can withdraw the funds, but can't spend them on websites like ebay?
