PayPal "commission"?

I'm looking into purchasing a musical instrument from a Chinese manufacturer.  When asking about charges, I received an email that broke down what I should expect to pay: The cost of the item, the shipping, & lastly an $18 fee identified as "PayPal commission".  Is this a legitimate charge?

No,he should bury this in the asking price of the instrument.

It is up to you,if he asks you to wire the payment,it would cost you more ,like $45-$55,and he could ask you to pick up his  incoming wire fee
