PayPal is Consistently Declining Payments I'm Just Because the Payee is Overseas (I'm in the USA)

Hi Everybody!
I really appreciate that PayPal has our best interest in mind when they decline something for fraud prevention, but I've had to call there THREE TIMES in the last week and speak to someone who hardly understands English to get payments approved.
Isn't there some better way to get payments to a particular vendor permanently approved so this doesn't happen?
Right now, because it's the weekend, I can't even REACH someone at PayPal to fix it and It's costing me BIG TIME financially...
PLEASE HELP PAYPAL!

Thanks, Sumiko. I have no trouble getting the payments to go through AFTER I speak with PayPal, but they're not around on the weekends and I dont' want to keep having to waste time with their fraud prevention people.
Plus, the other options you suggested have far higher fees.
