PayPal deducting from debit despite balance being available

I have had three transactions in the past week where I have enough available balance  to cover eBay shipping fees, yet PayPal is deducting it from my debit card instead. Does anybody know what may cause this to happen?

im having a similiar issue  i have plenty of balance on my paypal account and   balance is set to primary payment form but it is pulling it from my bank account

Paypal claims it is an Ebay problem.

Someone said yesterday it has been fixed?

my  payments and purchases were not on ebay though  and charges are still not applying to my balance

spoke with paypal support again and they  stated it is an ongoing issue with some accounts where purchases and payments are bypassing  your balance if you have one and thus charging your primary  form of payment  they did not have an eta on resolution

First off, this is NOT an eBay problem, (nice try, Paypal). I know because I have several transactions that have been double charged that are NOT via ebay so that's a flat out lie. Secondly, they need to do better than "working on an ETA for resolution" and refund people the charges that were taken twice. Technically, it's theft and fraud so I suggest Paypal start working a little harder and faster for that supposed resolution. I am not using this service again until I am SURE they are not going to steal my money from my bank account and double-dip. Seems sketchy.
