PayPal Credit - will not accept my ITIN as proof of identity

I have attempted to apply for PayPal Credit but the application rejects my ITIN and just shows a message "invalid Social Security Number" . If this is only a matter of verifying identity, my ITIN is already on file with PayPal and shows up in the account details ( I sent a copy of the ITIN Certificate and it was accepted some time ago) . How can this problem be overcome as it seem to be an ommission in the PayPal Credit Application process. Surely if I can fully operate my PayPal account (receiving, sending, requesting funds) then my ITIN should be valid for ID purposes with PayPal Credit. I believe my inablity to complete the PayPal Credit application purely on the basis that the ITIN option was not included on the page for identifying is an oversite of PayPal and should be fixed or an alternative method for verifying this information should taken care of. Please advise thanks you.
