Pay After Delivery Not Available

I know this has been asked many times. But why doesn't pay after delivery show up as an option? I have searched and read many posts about this issue. But I haven't found a solid answer other than it only random shows up or whatever. My account is verified and linked to my bank account. I do have it set as my preferred payment option but I don't see it when I try to checkout on an ebay item. Anyways I'd rather not deal with customer service if it's just going to be a hassle, so hopefully someone can help me out here. Thanks...

Got it working for a second time finally. Maybe it won't break again, time will tell.
I went to PayPal, cancelled PAD, went to eBay, unlinked my accounts, cleared all cache, history, and cookies, closed my browser, ensured my cell was also completely cleared and closed out, waited ten minutes, logged back into PayPal, reactivated PAD, closed out of internet clearing all data again, logged back into eBay after five minutes, linked my accounts back (which didn't seem to be working afterward btw but oh well), logged back off the internet clearing everything a final time, waited fifteen ish minutes, logged into eBay and purchased three items at once via PAD.
I guess we'll see what happens next.

OMG!! I hope mine doesn't act up again because if I have to go through all that, I guess I just won't have PAD!!

PAD has all the earmarks of an idea floated out there by an executive at PP who makes 250 grand a year to come up with ideas, and who is too powerful for anyone to question. "But, uh, chief, what about..." "Shut up Johnson!"
Why is there no moderator input in this thread? I guess if you have no answers...
From my perspective, if one cannot ascertain if PAD will be available until AFTER the commitment to buy is made, it becomes effectively useless. Really, then what is the point of it?
This notion about sellers approving it is utter nonsense. The seller gets paid immediately, so the PAD option does not affect them in ANY way.
Bottom line, I'd like someone, ANYONE to give me a list or a set of parameters or SOMETHING that will let me know what items quality for PAD. That's not too much to ask.
Oh, and I also went round and round with 4 PP reps, and the resolution? "We'll have our team look into this." (cough)

this is not true I sell also and there is no place for a seller to accept or deny PAD so the next time a rep tells this lie let them know that you know better that sellers have told you this is not true

I think what many of you haven't thought about is that Paypal is no longer an Ebay company. They are now seperate companies. So I have a feeling that has something to do with it. I have been using Pay after delivery for almost a year, and even though it is still my preferred method of payment, every purchase i've made in the last month has gone through my bank account right away. So i guess if you decide to buy on Ebay you better make sure you have the money in your account. And when the representative said there's only some categories that apply, I don't think she's knows what she's talking about. I have bought everything and anything on Ebay and it worked every time, the only times it didn't work is if the seller was from Japan which only happened maybe twice in 25 purchases.

Well here we are again. I have called PayPal five times in the past four days. I have been told different things each time I called AND one person, supposedly a "supervisor" named "Rose" didn't even know what Pay-After-Delivery was. She thought I was talking about the PayPal credit card. Oh and this is in addition to her very broken English that I could barely understand at times. How lovely. we have been with PayPal nearly since it opened and quite honestly in light of all the problems we constantly have, if something comparable comes along, we will go that service. PayPal seems to be really dropping the hat. Don't know what the issue is. Anyway, my pay-after-delivery is gone. Again. It's been gone for well over a week now. The support people keep asking the same redundant questions like I'm some moron who just started using their service. I'm really about fed up. We have an excellent track record for them and we should be treated as such. The last call, I was told Pay-after-delivery would be available within 48 hours. It's now been over 60 hours and still nothing. I have wasted about two hours time dealing with thiis by phone all to get no results. None. One rep tells me that they will escalate the issue. The next person I talk to tells me it can't be escalated. My favorite however is telling me to logout and login again OR reboot OR clear my cache OR try a different browser. Considering I have a degree in Computer Info Mgmt and Web Design, I really have already tried all these things BEFORE contacting support which is what I tell them. But then they have no response except to "wait" it out. Funny because every once in a while, I get lucky, and get someone who actually can and will fix the problem but it literally takes about 5 to 10 phone calls to get results. What a joke PayPal has become. So disgusted.

what exactly did you say on the phone to eventually get the right help needed because when I call I tell them my pay after delivery is no longer working and I always get the run around..
