Opened claim + Digital Good received + Denied access to said good = Denied refund?

Hello. I opened a dispute on a series of digital transactions on the basis that I am denied access to my virtual goods by the provider. However, the only option while opening the claim I could choose relevant to my dispute was "did not receive/ not as described". Therefore, when the seller provided tracking information for the digital items, PayPal support told me I received my item and the disputes was closed. However I do not have access to my items, how am I not eligible for a refund? Is this a technicality I would need to talk to someone directly at PayPal about?
