Not able to send funds from ample paypal balance

Trying to send a small amount of funds from a paypal balance that more than covers the amount I'm trying to send.  The funds are not being sent, instead, the message pasted below comes up. Have made several attempts to send funds, each time getting the same message:

 

   Sorry — your last action could not be completed

 

   If you were making a purchase or sending money, we recommend that you check both your PayPal account and your email for a transaction confirmation after 30 minutes.

Wondering why I can't make the payment. The paypal balance I'm trying to send funds from has been there for over 30 days.

Are the funds in your balance in the same currency as the receiver accepts?

 

Do you use pay after deliver?

 

Do you have a back up card linked to your paypal account?
