I made an order on Michael Kors and it said that "THE PAYMENT GROUP PG436366979 COULD NOT BE AUTHORIZED FOR PAYMENT: CYBERSOURCE PAYPAL SERVICE IS NOT AVAILABLE , PLEASE TRY AFTER SOME TIME". I tried a second time but it still got the same message. However, I still have 2 pending payments on my Paypal balance. Why is it happening ? Am I really charged for the unsuccessful orders ?
