Late received item too small. Paypal says case is closed

I ordered an item of apparel back in November, but after got awhile I was nervous as I hadn't received it in the usual time.  Company said they had more orders than they had reckoned so they had to make more. I inquired again in late December/early January and received the same message.  Then I started receiving emails about when to expect it, but actually got two of those.  Finally received it February 24, 2018, the last promised date, long after dispute date and while I was at work.  Apparently I've got to much faith.  Paypal said case closed, but its not as its too small and I want to send it back for a refund. I can't find a way to contact them about this problem because all the supposed reasons they list don't include mine.  They say Paypal is the safest way to go while paying,but they are not responsive to their clients.  How can I get my money back?  I'd return it.

Did you actually open a dispute and then it timed out and closed?

If so then you are only allowed x1 dispute per transaction.
