Sorry, I would know no more than you do apart from what they post for everyone to see.
Personally I would never use it as it gives you no more buyer protection, I always fund my purchases with a c.c. that does give more protection AND more time to pay but guess some like it.

No mention of us folks in Canada getting such an end to it. And I would trust we'd receive an email letting us know. At least it would be good customer service to do so.
I am in Canada, use it almost exclusively, and always had buyer protection - I LOVE this because by the time items get to me from US it is often 3 weeks later or more - this gives me the chance to file a claim if it doesn't arrive/is damaged/not as described and put a hold on the payment. It does not come out of my bank account until the issue is resolved.
It gives you no MORE buyer protection than anyone else though as if a buyer filed a dispute and won they would get their money back anyway.
BUT if you lost a dispute there would be little you could do about it but if a buyer funded that paypal payment via a credit card then they could do a chargeback and possibly get their refund.

Yes, I understand what you mean. And fortunately for me, I've never had to make a claim I could not substantiate with documentation and photos - I have not lost one claim filed in my time as a member of ebay. I have not had any filed against me as a seller either - I am very detailed with my listing and ensuring I have been crystal clear with description, terms for shipping, clear and plentiful photgraohs. I likely have had a but of luck too.
