I'm using paypal to sell tickets to a sporting event that will have the purchased tickets available at will-call. It's now asking for shipping and tracking info. Will the ticket sales be refunded to the buyers if there is no tracking info added?

Only if a buyer files a dispute for non receipt of item.
The only way that paypal can know who is telling the truth and the item is lost or delivered is if the seller provides a tracking number that shows the item as delivered or not.
Advice is voluntary.
