If you refund a transaction are you still charged the transaction fee.

If I refund a payment to a buyer that asked to cancel the transaction right after paying for an item do I still get charged the transaction fee?

When a buyer pays you via paypal you are charged a % and a fixed fee, when you refund the % part is refunded but paypal keep the fixed part of the fee as a processing fee.
