I have a personal paypal account in the USA. How can I accept payment from other countries? How does the payer know how much to pay in his currency for the amount I'm asking in US dollars?
For instance, say I'm requesting payment for $14.95. A person from Japan is to pay me that amount.
1. Do I just send a request money to the email address for the person in Japan like I do for folks in the USA?
2. How does the person in Japan know how much to pay in yen to meet my $14.95 amount?
3. How do I find the amount Paypal will charge me for that transaction?

When you send a request for $14.95 USD, that is the currency that the person will be prompted to pay. If they do not hold that currency, they will pay the currency conversion fees to convert their money into USD to meet the price that you specified. The system will walk them through the steps to pay the money request, including the currency conversion.
However, if they choose to send a payment that is not associated with a money request, they could choose any currency to send, and you would be the one prompted to accept or decline the payment in the chosen currency if you do not hold that currency already. If they send a payment in another currency and you choose to accept it into a USD balance, you would also be informed of the conversion fee that you'd be paying when you claim payments in other currencies.
Apart from conversion fees, there may be other fees for the transaction. To see the fees associated with receiving an international payment, please click fees at the bottom of any PayPal page. If the payment is intended to be a purchase of goods or services, the transaction fee would be the responsibility of the recipient. If the payment is a friends and family payment, the transaction fee would be paid by the sender.

EXAMPLE:
1. Just send a money request for $14.95 in USD to the person in Japan?
2. What does the person in Japan have to do so that I will receive $14.95 in USD?
