How can I send someone money from my paypal to their paypal in mexico? I tried but it said they could not accept personal transactions?

It may be that they can't accept 'personal payments' ie using the friends / family option in their country.

But you should be able to send it in their currency to them using the goods / services option but again they may be subject to the new seller hold.
