How do I get my balance from pay pal to my prepaid linked card

I can't figure out how to receive my balance from pay pal to my pre paid debit card that is linked already

I've had a similar problem, i tried to transfer money from my account to my linked card and its now been pending for over 8 hours when they said it would only take 30 minutes... this is ridiculous.
