Getting a Full Refund, Cancelling a Transaction

My first post and such a newbie question. I paid for an item via PayPal, decided before it shipped that I didn't want it. Contacted seller who said I could get the 'reduced amount' refunded as that's what he recieved. (Apparently post fees.)
How can I get full amount refunded and not cost him anything? The transaction payment/ refund request period was less than 2 days.

A seller is not obligated to comply with a refund request. Any deal on refund is between buyer and seller and outside of any PayPal agreement.
You need to review PayPal policies.
If you don't receive the item you can file a dispute for item not received.
If you receive an item which is not significantly as described you can file a dispute for such. Just be aware that buyer is responsible for any return shipping charges.
So, think carefully about the cost of any of your options.
