Fee refund PayPal

Ive recently had to cancel and ebay order due to a buyer paying and then refusing to give me a correct postal address ive contacted ebay and csanceled the sale they have refunded me the Final Value Fees but i was wondering can i claim back the paypall fees also?

WHEN You refund the buyer his paypal payment,you will see Paypal is refunding its share ,except for the 30 cents transction fee it paid to the  card processor

You should get the 2.9% back however, not the $.30 - to be sure, suggest that you follow-up with customer support.
